It was built by the <strong>Ladakh<\/strong> and <strong>Japanese Buddhists<\/strong>, Ladakhis offered voluntary labor, construction started\u00a0in 1983 and it was inaugurated in <strong>August 1991<\/strong> by\u00a0<strong>His Holiness The Dalai Lama<\/strong>.
